AT A GLANCE
The activities of the Land Office basically refers to the functions of the Assistant
Commissioner (Land) and the Union Land Office under him.
The Head of the Upazila Land Office is the Assistant Commissioner (Lands) and is an officer of the BCS administration cadre.
With the introduction of upazila system in 1982, the post of Circle Officer (Revenue) (then officers of the East Pakistan
Civil Service) was converted into the post of Upazila Revenue Officer.Later BCS administration cadre officers were
replaced by Assistant Commissioners (Lands) from 1988 onwards to speed up land management and administration.
The functions of the Land Office, as well as the responsibilities of an Assistant Commissioner (Lands) are as follows:
Record lightening:
Taking steps to regulate the transfer of immovable property and open records subject to compliance with the provisions
laid down in the Transfer of Property Act, 1882, changes in the nature of land due to other than natural causes Active
role in prevention, implementation of P,O, 96 and 98 of 1972 (in light of Land Reforms Act, 1984), management
of la-heritage properties, management of Sikasti Payasti land and clearance of records, LA, taking action on case basis
and related Lightening of registers.
Special land management:
Delineation of Khaszami, taking steps to rescue Khaszami, S,A, operation, identification of river-banked land with
records wrongly edited in the name of the person, system of Diara survey and registration, taking steps to implement
land reform program, distribution of Khasa land among the landless Expediting, Implementation of Model Village Schemes,
Supervision of grazing lands, Halts, Gopats etc./Enforcement of boundaries, Monitoring of abandoned rivers/water bodies,
Demarcation and updating of Khas list, Maintenance of Khas lands of Uyin Land Office and Kachari Compound, La-Warish/Abandoned
Taking steps for land survey.
Management of entrusted property:
Proper maintenance of five registers relating to vested property, maintenance of vested property list and schedule of vested
property cases,
preparation of list of occupiers of Maujawari and plotwari vested property, taking steps for eviction of illegal occupants,
arrangement of
proper lease of vested property, identification of vested property holdings of each Union Land Office and those No drop in
all holdings
If the deposit is rejected or the deposit is consolidated, cancellation of the relevant part thereof, taking measures to
mark with red ink
in each respective holding of the transferred property No. 2 deposit register, taking appropriate steps in the related
tribunal litigation,
taking measures to pay the land development tax of the transferred property, sending a report related to the transferred
property. , giving
opinion on exemption from vested property, etc.
Responsibilities regarding land tenure:
Assistance in issuance of acquisition notices (Section 3 notices), identification of unused land allotted in favor of
various organizations,
sending details of such unused land received through LA, cases to the District Commissioner as well as District Collector,
District Commissioner/
Acquisition and management of all these lands under the revenue department of the Government with the approval of the
District Collector, preservation of
complete list of such acquired lands by various agencies, registration/release of records of lands transferred through
L.A., cases.
Levy and Collection of Land Development Tax:
Taking measures to determine the arrears and current claims of land development tax, preparing the statement of outstanding
land development tax owed
to various organizations, arrangements to draw the attention of the Ministry through the District Commissioner about long
unpaid claims from various
organizations,Taking various steps in recovery of claims and ensuring recovery, preparation of defaulter list (Return-3),
settlement of litigation
related to land development tax, provision of requisition submission for certificate litigation, ensuring deposit of
recovered amount in proper sector.
Certificate Activities (Rent Certificate):
Carrying out the duties of the Certificate Officer Filing requisitions and collection of collection reports, examination
of relevant registers,
reconciliation of registers 9 and 10 Ensuring due process/issue of notice, taking other steps regarding certificates,
taking further steps
regarding sale of certificates.
Civil suit:
Supervising civil litigation related to government Khas/assigned/abandoned property and government property acquired
through other processes, collection of information from Union Land Office (Tahsil Office) in view of civil litigation
and forwarding to District Commissioner's office, maintenance of accounts filed on lease of government property, assistance
in civil litigation supervision,Filing of Civil/Criminal suits for the protection of Government property, arranging and keeping
special attention on sending Paragraph wise Statement of Facts (SF) in all suits in which only the Government is a defendant.
Sayrat Mahal Management:
Preservation and updating of list of bazaars, Demarcation/re-delimitation of bazaars or periphery, Demarcation of bazaars
and Chandina VT, Steps for establishment and registration of new bazaars, Assistance in payment of leases in bazaars and
notation of lease values, Leases of bazaars The portion for which there is a provision for deposit in the public sector
has been deposited Checking and noting whether leased bazaar occupancy and assistance in determining tolls, displaying
approved toll charts in public places, preventing eviction of illegal occupiers/illegal occupation, maintaining list of
defunct bazaars.
Ferry wharf management:
Maintaining and updating the list of ferry wharves, keeping accounts of depositing government share of lease money.
Water management:
Preparation of accurate and up-to-date list and description of all open and closed public places, demarcation of
khas ponds/dighi
and closed water bodies, recovery of khas ponds/dighi/closed water bodies from illegal encroachment, water bodies
under the management
of Union Parishad/Upzilla Parishad/Pursabha/Municipal Corporation Maintaining accurate list, preparing list
of shrimp mahals in Khasazmi,
list of other shrimp mahals if any.Arrangements for preparing and collecting, taking steps to provide these
major settlements and cooperation.
Bhasan Mahal:
Demarcation and inventory of Bhasanmahal area is prepared, subject to grant of Bhasanmahal lease.
Miscellaneous Sayratmahal:
Marking the area of all other palaces including sand palaces/stone palaces, preparation and preservation
of list/description of various
categories of palaces, assistance in granting leases of various palaces/ taking actionable steps.
Functions of Survey and Records Department:
Supervision and management of the work of survey and record department in upazila, co-ordination and
control of the work of
survey and record department, work and management department.
Installation Issues:
Upazila land office employee administration control, submission of prescribed reports/returns,
inspection of budget office,
disposal of departmental cases, inspection/supervision of subordinate offices, disposal of money
embezzlement cases, thorough
response to investigation audit objections, meeting schedule, duty of ion-expenditure officer,
guard file storage, Payment of various taxes and bills).
Data Collection:
Collection and preservation of data on land management and survey, compliance with PO 10/84
and other reform ordinances, training of subordinates.
Planning and Implementation: Cabinet Division, A2I, BCC, DoICT and BASIS
